In general, this item works on all heroes, there are different builds. The biggest downside is that enemy heroes must be in the range of Writh’s Reprisal. Therefore long-range damage will not be reduced, there’s no point in buying Wraith Pact against Sniper or Drow Ranger, they can easily and quickly destroy the totem from a distance. 

Summarized, we can say that it is a handy and powerful item at the moment, although Valve pretended to change it, players think that it needs further nerf. Although on low MMR, this subject did not achieve any popularity.
